Illegal dumping is the placement of rubbish in common public areas. It is illegal to dump rubbish in community areas such as streets, nature strips, footpath, reserves, parks, car parks and waterways. Illegal dumping can incur fines from $750 up to $250,000.

It is illegal to dump household items including:

  • Furniture
  • Bags of rubbish
  • Building materials
  • White goods and electrical products

Dumping rubbish shows no care or respect for our community or the environment and can cost ratepayers thousands of dollars each year.

Trolley Services Australia Pty Ltd provides an information service to all major retailers in NSW which include Woolworths, Dan Murphy’s, Franklins, Big W and Target. We encourage the general public to contact Trolley Trackers to report the location of abandoned trolleys so they can be quickly collected and returned to the store where they belong.

Regional Illegal Dumping Squad

Illegal dumping directly impacts the quality of our local environment and the health of the community. In order to tackle this problem, the Department of Environment, Climate Change and Water NSW (DECCW) along with partner councils have formed two Regional Illegal Dumping (RID) Squads to solely focus on and tackle the problem of illegal dumping.

Parramatta City Council has a partnership with the Western Sydney RID Squad to target known rubbish dumping hot-spot and keep our City clean.

The RID Squad works across seven Local Government Areas (LGAs) – Fairfield, Bankstown, Holroyd, Baulkham Hills, Liverpool and Penrith - to help limit illegal rubbish dumping.

With the help of the RID Squad, Council will continue to identify, investigate and when possible prosecute illegal waste dumping offenders.

The RID Squad monitors areas across Parramatta including home unit development areas, shopping centres and industrial areas.

Members of the RID Squad have similar powers to Council officers – they can issue fines to residents caught dumping rubbish illegally.

There are facilities available for the proper disposal of rubbish. Household clean up services are provided by Council.

1800 Dumped - Dob in a dumperCouncil needs your help to stop illegal dumping in our City. Council has initiated the Dob in a Dumper program, which encourages members of the community who witness illegal dumping to report it to Council immediately on 1800 DUMPED (1800386733)

You may be eligible for a reward of up to $1,000.00 if you can provide information that leads to an illegal dumper being charged and convicted in court. To be eligible for the reward you must be prepared to give evidence in court.

How the Dob in a Dumper reward system works

When Council is successful in prosecuting a rubbish dumper, the person who reported the incident and provided details may be eligible to receive a financial reward.

The Dob in a Dumper reward scheme provides financial assistance to residents who agree to give evidence in court about illegal dumping. The scheme has a number of conditions:

  1. The maximum payment is $1000, and Council may decide on a lower amount to be paid.
  2. Any information leading to an infringement issued to an individual caught illegally dumping may result in a reward of $250.
  3. Council may decide if any payment should be made to an individual or be shared.
  4. The claimant must provide information in writing and sign a document.
  5. The claimant must be willing, if asked, to attend Court and act as a witness for the prosecution.
  6. The claimant must provide ALL information regarding illegal dumping.
  7. Information must be lawful. It must be unique and directly lead to a successful prosecution or an on the spot fine.
  8. Council will decide on the prosecution action it will take.
  9. The reward payment will only be made when all procedures and legal actions are complete. This includes appeals and payment of the fine by the dumper.
  10. Council employees and their relatives are not eligible for the reward.
