Economic Development Strategy
A 25 year vision and 5 year strategy for the economic development of Parramatta was endorsed by Council 7 November 2011.
The strategy takes its lead from the Metropolitan Plan for Sydney 2036 and the recently released NSW 2021 State Plan, both of which prioritise employment.
As the second largest employment destination outside the Sydney CBD, and the city best placed to deliver on the state government objective of placing good jobs close to people's homes, Parramatta's economic development strategy also prioritises employment growth.
The plan forecasts Parramatta's new jobs will develop in high-value industries located in four strategic centres; the Parramatta CBD, Westmead, Rydalmere/UWS and Camellia. They will be knowledge-based and demand a highly-skilled, and flexible professional workforce, drawn predominantly from the Parramatta LGA and surrounding Western Sydney catchment area.
The six priorities identified by the strategy include:

- Business
- Labour
- Property
- Amenity
- Infrastructure
They break down into 20 strategies and 85 actions designed to be advanced in partnership with the state and federal governments, business leaders, institutions and other stakeholders.
