A Sustainable Model for Rail Development in Sydney

Amended Parramatta Epping Rail Link

Council is still advocating for the completion of the Parramatta Epping Rail Link and acknowledges NSW State Government’s position to prioritise the North West and South West Rail Links first. The impact of this NSW State Government position is that PERL is unlikely to be delivered before 2036. Council is proposing that the Carlingford Line is utilised for light rail in the intervening decades to address the lack of connectively of this line, manage the growth along the corridor and support urban renewal.

Amended North West Rail Link

Council is still advocating for a rail link between Parramatta and Castle Hill and acknowledges NSW State Government’s position to deliver the North West from Rouse Hill to Epping. Council’s amended NWRL avoids the need for an expensive Second Sydney Harbour Rail Crossing which is needed to ensure that people in the Hills can reach Sydney CBD. There is very limited spare capacity across the Harbour Bridge and without further significant investment in rail infrastructure most NWRL services will terminate at Chatswood. The amended NWRL would provide access to both Sydney’s first and second CBDs

In response to NSW State Government’s position, Council proposes that a light rail/metro line be developed to connect Castle Hill and Parramatta to manage the growth along the corridor and more importantly connecting people to jobs in Parramatta. This is part of Council’s proposed Western Sydney Light Rail/Metro Network.
