Place Management & Building Communities
What is Place Management?
The role of Place Managers reflects the priorities emerging from Councillors and the community and in regard to the long term vision for the city.
Place Management at Parramatta focuses on key centres where there is significant complexity and impending change. In summary Place Managers;
- Focus on key centres and priority locations
- Focus on issues within a place that are complex and strategic
- Lead and/or sponsor complex projects with significant risks
- Plan and monitor issues within a place that are imperative to the achievement of Council’s long term strategic plans
How does place management currently operate in Parramatta?
Place management within Parramatta is part of a Triple Bottom Line (TBL) Outcomes Management Framework. Council has adopted an outcomes framework that sets the strategic direction for project and service delivery. Council’s current strategic direction is set by Parra 2025. Place Managers feed place priorities into this framework.
Key Centres
Currently key centres include the Parramatta City Centre as an ongoing place of significance, as well as Granville, Epping and Westmead. These are centres where, at this point in time;
- there are acute and/or complex challenges or opportunities
- leadership and coordination is required
- co-ordination of multiple stakeholders is required
- change is happening or major change about to happen or there is an opportunity to effect major change

Priority locations or ‘places of interest’ currently being worked on by the Strategic Place Team are:

- Guildford
- Camelia
- UWS
- Rydalmere
- Elizabeth Street Precinct
Better Neighbourhood Program
The Better Neighbourhoods Program seeks to enhance neighbourhood centres as the focus for local communities.
By delivering high quality, attractive, distinctive and viable neighbourhood centres each with a sense of local identity and in walkable neighbourhoods supported by an interconnected open space network.
Work currently completed or being undertaken as a part of this program are:

- Betty Cuthbert, Ermington
- Dellwood Shops
- Guildford
- Granville
