NSW Housing Code
State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 (the Codes SEPP) specifies exempt development under that Policy. The Codes SEPP has state-wide application and commenced on 27 February 2009. Consequently, from that date the exempt development provisions (for the development types covered by the Codes SEPP) in Parramatta Development Control Plan 2005 will no longer apply.

All Complying Development Certificate application lodgements and enquiries can be addressed in person by a Planning Advisor between 2 pm and 4 pm Monday to Friday.
Your Development Services Unit provides assistance in Development Applications (DAs), Construction Certificates and Land Use Investigations of both domestic and commercial nature within Parramatta City's neighbourhoods and CBD. We do this by guiding and controlling plans and activities which protect natural environments, create great public spaces; attractive, safe and sustainable buildings, thriving centres and accessible, pedestrian friendly neighbourhoods.
Developing your land
Before making any changes to your property, large or small, you should contact Parramatta City Council to discuss your proposal. Our experienced and helpful staff can explain which Plans and Policies apply to you depending on how your area is zoned and what works you propose to undertake.
Some minor development, called Exempt Development, does not require consent. Some other small scale development, called Complying Development, requires certification prior to the works being carried out. All other development requires consent. To obtain development consent, you must lodge a DA with Council.
Lodgement of applications using Online Services
Council currently accepts online lodgement and payment for applications relating to tree pruning or removal, building certificates, and property certificates. To use this service you are required to register with Councils Online Services. By registering you will have access to all the online services available to our customers.
